Scatter Site: Return serves chronically homeless single adults who have had a substance abuse disorder that was a primary barrier to independent living, as well as a disabling clinical condition (excluding serious and persistent mental illness) that further impairs their ability to live independently. Scatter Site: Return operates in conjunction with the New York City Department of Health and Mental Hygiene (DOHMH) as part of the NY/NY III Agreement, and is working closely with the Division of Parole to identify new parolees appropriate for participation in the program.
In addition to the housing placement and social services provided to all SNAP clients, specialized support mechanisms for Scatter Site: Return clients include biopsychosocial assessments and psychiatric referrals.
